  1. Initially, Win Chadha was the in-country agent for Bofors AB. But after the competitive in-country firing trials when Bofors AB and GIAT Industries/SOFMA were shortlisted, Quattrochi approached the then Congress-I-led GoI with a proposal on behalf of Bofors AB: why allow a private agent like Win Chadha to become the principal financial beneficiary of commission payments, when it is the ruling party (Congress-I) that then formed the GoI which would be the final decision-maker of the competition? The then GoI then saw the light of day and through Quattrochi informed Bofors AB that if it wished to win the contract, then it ought to amicably terminate the agency agreement with Win Chadha and instead sign a new consultancy agreement with Quattrochi's Swiss-based company, which would act as the proxy beneficiary for the Congress-I-led GoI. This is exactly what happened, and Bofors AB, prior to winning the contract for 410 FH-77Bs, terminated the services of Win Chadha and paid him his due 'administrative fees', which was totally different from the commission payment made to Quattrochi. The details of all this are still reportedly still available with the trustee lawyer of the Gandhi family–the only entity that has not yet been quizzed by any Indian investigative authority and who allegedly is presently a Cabinet Minister in the current GoI. Poor old Win Chadha was just made to become the fall guy, while the real beneficiaries are still laughing their way to their banks!

  2. To [email protected]: Are you kidding? With the entire Bofors chapter now being re-opened due to the IT Dept disclosures, the bidding process for the 155mm/52-cal towed howitzers will once yet be postponed indefinitely! Only the DRDO will be laughing since it is now best poised to win accdeptance from the MoD of its proposal to indigenously develop a 155mm/45-cal towed howitzer. Well, good luck to them for the next five years, at least!

  3. Army still can have the best gun if there is no corruption. Corruption is the one that can lead to the best gun being denied to the Indian Army. We know about many such deals including the T-90's while denying the best, that's the Arjun. So Corruption will not lead to good system for the Indian army, it can lead to the reverse. Hence corruption need to be removed completely from all systems.

  4. what is a few hundred millions for a country like India we can withstand Billions as scam or loss, as one of the some commentators said lets get the best at any cost we don't have much time against our adversaries
in any case we are progressing well in spheres of defence and technology No nation can make any anything on their own reverse engineering and espionage was and is the answer and India must resort to it it is military strategy

  5. anon@4:24 PM
Dude dont be a RATshaker. politics and defence are linked – whether you care about it or not is irrelevant.

  6. My motherland forbid us for bringing Indian National Congress(read Corruption)party to power….. Only God know how many scams are in queue to get unearthed?

    Anyway good job HT.

  7. indian is corrupt country we dont know how many new scam unearth once this government is changed …..i hope our country should get good gun and make our country people proud

  8. @Anon 6.44 PM Good comment. Indeed politics and defense are interrelated. India's defense budget is several times that of health (country with largest number of malnourished people) and education (largest number of illiterates in the world).
So called "defense" is like a black hole which consumes all resources but does not generates any wealth except "security". On the other hand expenditure on education, health and social/economic infrastructure leads to the same amount being multiplied twice or even more in terms or real returns.
What is the logic and rationale for such huge "defense" expenditure when almost 700 million people do not have food to eat forget education and basic health facilities?
All this high expenditure in defense is a ploy to earn massive kickbacks by corrupt babu-neta-baniya-sipahi nexus. Our netas our not satisfied with usual commission, hence they employ such middlemen, vast number of whom r retired top brass with right "connections", to get higher kickbacks and cover tracks of netas. This setup is largely the handiwork of "Con-I" party (BJP is no exception) which is running a kleptocracy in the name of democracy since 1947.
We need to trim our expenditure on defense to a fraction of that on health, education and infrastructure. High time we took a massive relook in the way we are governed. Centralisation of power has only led to theft of India's wealth and potential by few.

  9. @Anon 5.50 PM yes we can "withstand" billions by keeping billions poor, hungry, malnourished, filthy and illiterate (forget educated) who will put angutha chaap during elections to vote on the basis of jaat not real issues and demand reservations in sarkari naukri.

  10. This case keeps up coming like the return of Dracula.

However I think that the national defense must not suffer on account of this and some alternate wise decision shall be made by the concerned all.

  11. Well.. India was not corrupted, but Congress made sure that India is One of "The" Most Corrupted Countries. I used to wonder why most of the stock scams happened/happen when KKKangress in power.

About the minister, whom Prasun mentioned in his comment, let me sort one by one

    i) P_Mukherjee: He had been very close to Rajiv Gandhi. After RG'd death, Mr. P_M (who used to be Finance Minister most of the time KKKangress in power) started licking the &*&s of Madam, dreaming that he will become PMiniter one day. Now he has been sidelined to make the way for "Prince of Charming" to be the PM. Anyway, P_M is only good in licking the *&s of Madam and late Sir.

ii) V_Moily: He was lawyer (caseless Lawyer) and a Madam confident. He was not a minister when RG in power. So he could be the "legal adviser" of Gandu family.

iii) S_M Krishna: He was a minister during RG's governance.

iv) Sharad Pawar: He is one of the most corrupted ministers. Even if he was legal adviser to Gandu family, he would have asked for 50% shows how corrupt he was and he still is.

    v) Ghulam Nabi Azad: Could be. But not very confident of RG.

vi) Kapil Sibal: Being a lawyer, he is really brainy and knows every loopholes of Indian constitution and criminal rules. He has been solicitor general of GoI during 89-90. He had been close to RG and now close to Madam. So he could be the right candidate.

    Any other choices?

  12. Anon 12.29 AM

Yeah, you missed Lalu Yadav, Mulayam Singh Yadav, Amar Singh, Rabri Devi, Mayawati, Amar Singh….any more you can think of?? Yes L.K.Advani, Vajpayee, Bangaru Laxman….wait a minute how did you forget the biggest servant of Gandu family i.e. Sitaram Kesri?

  13. it is so easy to subvert this country. We do not need to run sophisticated intelligence operations here Just plain old bribery works here while we focus on other more value added scenarios. The irony is you guys know it. Yet you still persist. What do you say….Jai Hind!

  14. we only make comments sitting on our pc but never tried to change any thing. No one is going to change it 4 u unless u dont make a initiative. So stop criticising n start acting

  15. We desperately need guns right now,but my real concern is k bhaiya gunwa to tum kharid liya(imagine!),oke baad ka?shells b kharidna padega, chalta raha chalta raha.jab ladai hoga, sasura AMREEKA tab kanni katega,no shells,NO SHELLING!oke baad gun ka ka karega?e halat apna naya banduk kharide,ka nam he re uska prasunwa?han tavor!oka b goli singapur se kharidega.banduk banaya idhar or goli mama gharse laega.etna bada jahaj bana sakat he par ektho chhota goli ni bana sakta.mereko shak hai u sasura naya f-insas ka lie b jo gun kharidega o b aise hi halat hoga.Hum pehle b kahte the aj b bolat rahei k bhaiya, pahle chhota chhota cheez banana seekho, udharse self reliant hona chalu karo, alag cheez b theek he par banduk our goli dono cheez bahutei important he,army, navy, airforce sab jagah oka zarurat hai ki nahi?ekai bari me aeroplane ka moterwa banane ka kosis me ka hua?theek he banaya, tab kaha se manufacture karoge?PAHLE PRODUCTION LINE TAGDA AUR TANDURUST KARO.e ektho SABSE bada panouti hae sasuri, prototype tak sab cheez theekei rahata hai oke badka SABKO MALUM HE.

thats why my suggestion is scrap the shody production tech, master this cutting edge technology, robust production lines.our main opponents r weak in this sector(pak, china).BECOME STRONG WHERE UR OPPONENTS R WEAK AND BEAT EM!

    Suggestions are most welcome!

  16. Babos dont want indiginous product cause then they cant fill their swizz bank acc. thats y they delay funds and create problems in development. Tejas is just an example. Started in 1983, But the funding begain not before 1993. If funding would have started on time than tejas might have been inducted in 2001.

  17. @Sanu,

Nice joke. But biggest stumbling block is the huge kickbacks that our babu-netas-sipahis-(n now baniyas) earn out of these phoren dfens acquisitions. The Army even went to the point of sabotaging Arjun to stop it's induction. They had falsely painted this tank as unreliable and not fit for Indian Army. But no one has mentioned that Arjun is Indianized German Leopard 2A4, once upon a time known as best tank in the world.
When Israel, a very tiny country, can build a state of the art howitzer, then why can't India with such humongous resources and talent?
Problem is, who will cure us of our chor mentality which can't be cured by donning a business suit, khadi suit or khaki fatigues?
