Just look at the expression on the officers face behind the left hand of Air Force Chief. That tells all. When ever you speak to the IAF guys about HAL you get that look.
HAL is supported with enough money to create or develop required infrastructure, lets see what the HAL's NASIK & Bangalore facilities are going to fetch the Country and IAF. Unless they make any serious work they cannot complete the Tejas MK-II even in 20 years.
