EXCLUSIVE: Israel proposes JV with DRDO for standoff PGM

In yet another power-pitch for collaborative weapons development, Israel has proposed a joint venture with India to develop and manufacture an air-delivered fire-and-forget precision guided standoff weapon for the Indian and Israeli air forces. The weapon will be developed to deliver both conventional and nuclear warheads over sizeable standoff ranges. The proposal was formally made by an Israeli defence delegation, led by senior officials from Rafael Advanced Defense Systems, to the DRDO’s Armament Research & Development Establishment (ARDE) in Pune on July 7, and carried forward with two more meetings at the DRDO Headquarters level in August and this month. A project case is currently under preparation — paperwork is likely to take at least eight more months, though with elections looming, who knows.

As a recent news report by DNA’s Josy Joseph suggested, the Israelis are having an “unprecedented run” in the Indian defence market. The same news report tells of how the Central Vigilance Commission (CVC) has completely broken with tradition and put its stamp of approval on the Rs 10,400 crore medium range surface-to-air missile (MRSAM) joint venture between the two countries, currently pending final approval by the Cabinet, but expected shortly. This despite the fact that the companies involved are the same that remain officially charged by the CBI and are being investigated for paying kickbacks in the original Barak naval point defence system deal. The same duo of IAI/Rafael is already involved with the co-development of the Barak-2 surface-to-air missile with DRDL and supply of the SpyDer LLQRM to the IAF, another deal that has been criticised.

The photograph to the right is the Popeye “Crystal Maze” PGM, an existing standoff weapon in Rafael’s inventory, procured by the Indian Air Force.

  1. bloody jews will simply put their own popeye/havelite on the drawing board again and pretend to develop something new. end result. we’ll be a couple of thousand crores down, and tied down to buying the damn thing. better to just buy some more popeyes off the shelf. unless these jokers are offering much enhanced standoff ranges. give us some specs..

  2. Looks like the veil of secrecy is being lifted at last from the Air-Delivered Munition (ADM) whose requirement was first disclosed in the draft Indian Nuclear Doctrine released in 1999. It is more than obvious now that just like the Barak-2/LR-SAM project where Indian and Israeli R & D entities had something to put together on a collaborative risk-sharing basis, the gloves are now off for a similar joint R & D programme, with this one of course having a distinct nuclear dimension.

  3. look at the data link pod for popeye missile it’s as big as missile.fuck

its shame on DRDO they have no plans for standoff munitions not even a single GPS or pgm bomb has been produced at home.

    these PGMs costs in crores

they can’t even produce or reengineer a laser guided or GPS bomb
    or standoff weapons

russian or euro standoff PGMs have better ranges like kh59 or storm shadow

although euro munitions r waaay costlier

  4. The Pegasus data link pod for the Popeye Lite ‘appears’ to be as big as the missile due to the phenomenon called perspective when taking the photo. In reality, it is much smaller than the missile. Its dimensions are similar to the DARE-developed SIVA HADF pod.
The DRDO does have in place a stepped-up block development approach for further developing the Nag anti-armour missile as an air-launched PGM that will be launched from both helicopters as well as fixed-wing combat aircraft.
The reason why Israel is being rolled in for co-developing futuristic fire-and-forget standoff PGMs is simple: there exists an operational requirement for a PGM that can do things which other PGMs like the Kh-58ME or BrahMos cannot do. The main limitation of Russia-origin, European-origin and US-origin PGMs is the cap on their ranges, i.e. 300km. Both Israel and India, while adhering to the MTCR guidelines, however are not signatorties to the REGIME. Therefore, the two countries are not legally constrained from co-developing long-range PGMs. That’s the reasson why the two parties are joining forces on a risk-sharing basis.

  5. to sengupta

USA itself shattered MTCR by selling tomahawks to spain and uk only russia is bounding itself to MTCR

brahmos is very accurate in its targeting and kh 59,31,35 r more than a match for popeye.

we have laser guided bombs but not sure about GPS bombs but pakis acquiring JDAMs

its a shame that we can’t even acquire JDAMs from US and reengineer them

  6. To [email protected]: The US can supply the Tomahawks to UK and Spain because all three countries are MTCR signatories and are therefore legally free to trade with one another and procure such weapons from one another. BrahMos is highly accurate, I totally agree, but it cannot be armed with a tactical nuclear warhead due to Russia’s MTCR commitments. As for GPS-guided bombs, the ARDE is developing a glide kit coupled to a GPS receiver and both of these will be integrated with 500kg and 1,000kg bombs. Depending on the launch altitude, such bombs will have a slant range of up to 10.15km.
Regarding JDAM-type PGMs, acquiring them does not make much of a difference as long as you are denied the PY-code for receiving high-precision GPS coordinate updates from either the US NAVSTAR or Russian GLONASS GPS satellite constellations. And that will be possible only when India deploys its own regional constellation of GPS satellites (about seven of them).

  7. to sengupta

spain doesn’t has its own missiles

if countries r signetories to MTCR and if it allows legally free to trade with one another and procure such weapons from one another

in this case we should also sign MTCR
and get those wepons from russia that we want

  8. Mere yaar, dikkat yeh hai ki even if we want to sign the MTCR and become a member-country, the existing signatories are NOT allowing us to do so. That is also why the US, China and Russia (France and the UK don’t mind) DO NOT WANT India to sign the NPT as a declared nuclear weapons power. They only want India to sign the NPT as a nuclear weapons-free country. Yeh sab unke pre-conditions hain, hamari nahin. Phir India kya karee? Sirf Israel ke saath hi hum phir collaborate kar sakte hain.

  9. Dear mr Sengupta, i am amazed at the level of information you have. and the detail/depth. and put across so clearly and simply. excellent. I really look forward to your articles specially in the ‘Force’ (which slowly seems to becoming more ‘political’ than defence related). excellent.

  10. what will the standoff range be. for a nuke delivery it will have to be at least 900km right? so basically an air launched cruising drone?

  11. Reading various news reports on this issue and FORCE, my guess is :-

    A.
DRDO is developing Nirbahy (heavy) cruise missile (In Category of Tomhawk-klub) for 3 services. Interestingly this news which later on proved to be correct was first broken by Prasun on FORCE when he said that Sagrika are two missile, one ballistic and one cruise.

    B.

DRDO is developing a family of PGMs like AASM or JDAM which are badically kits to add on to conventional bombs

    C.

There has been some reports that DRDO is interested in Helo launched / light cruise missile _ which my guess is a ligher cruise missile like Harpoon-Kh-35 etc

    Now:-

I wonder what missile is DRDO and Israeli are now talking about. One of these above or something new like JASSAM.

    re Prasun

You have talked / hinted about Ramjet Astra and Ramjet Cruise missile ( like KH-31) in FORCE, any updates?

  12. Hey first anon,
STFU..dont rant about Jews. Its becoz of them, we have got "Kargil conflict" territory back. Otherwise, twice or thrice the number of our soldiers would have died. They charge triple for Phalcons and misc..coz we are DUMB with our red tape, corruption and laid back attitude to everything.
    DONT BLAME JEWS for it!
Its not like they mugged us of money.. dumbass ! We signed on dotted lines..didn't we..
and of course the guys who negotiated from our behalf sure did knew how to read and write…& add/subtract numbers.

  13. This has nothing to do with Jews or faith. It has got everything to do with being robbed blind:

“However, the move to now firm up a JV with IAI-Rafael would have much more serious repercussions for the future, because of the virtual monopoly it would offer the Israelis in IAF’s MRSAM domain.

Sources said the proposed MRSAM JV would initially build two regiments, 36 numbers, for the IAF. Only the missile launcher and the command post would be made in India, the rest of the complex system including the missile itself would be made in Israel. “

What kind of idiot would agree to this deal? JV my ass.

  14. for barak 8 JV with israel

    israel providing phased array radar

    israel providing seeker for missiles

    israel providing guidence for missiles

testing is being done in israel

    V R PROVIDING ONLY MONEY

v can’t even produce su 30 quickly enough there is no shortage of skilled labour

V CAN’T EVEN PRODUCE OR INDEGENIZE
SU 30 for which we had tech transfer BUT china indigenised
su 27 as j 11 to some extent and why v r asking for tech tranfer for MRCA now

v can’t produce our own diesel subs
even v have tech transfer from western nations and v still want more to buy more subs

china producing bomber based on russian badger what v r doing

china testing with yuan and song classes despite embargo what v r doing

v should operationalise LCA soon its been almost 8 years since first flight
something which v r not doing

arjun is ready but some bastards in army don’t want it

  15. To [email protected]: Totally agree with you about ranting against the Jews. After all, one cannot blame another for being smart, but one can definitely blame another for being stupid. But I beg to differ with those who claim that IAI has tripled the contract value for the three PHALCONS. For starters, the US$250 million charged by IAI to China involved only ONE (1) PHALCON system and its related mission planning and ground service equipment. That is why there was only one A-50E airworthy platform at IAI's facilities when the contract was cancelled by Israeli under US pressure. As opposed to this, the Indian contract involves an initial three PHALCONS with an option for acquiring another three. In addition, IAI will be supplying the ground receiving stations, which will be part of the Sector Operations Sectors, plus all other related training & simulation hardware and ground support systems, and several avionics intermediate workshop modules. Afterall, it is all right to make all kinds of claims, but unless they are substantiated, they remain just claims. That's why, I wish these retired senior officials from the armed forces sometimes write their stories in a focused and systemic manner, instead of just stating their views or vague suspicions, as appears to be the case.

To [email protected]: Strategic industrial JVs are the way to go simply because India's own military-industrial capabilities are simply not capable of delivering whooly indigenous solutions that are required. The Akash project is a prime example. Although the DRDO refers to it as an M-SAM, we all know that the term E-SHORADS is more applicable as current-generation M-SAMs have breached the 50km range envelope. New-generation E-SHORADS like the SL-AMRAAM-ER and Pantsyr have the same kind of engagement envelopes as the Akash.
Regarding the Indian content for the Barak-8/LR-SAM it won;t be limited to just the SAM launchers and Command Posts. The enormous and entire task of networking these LR-SAM regiments to the IAF's colossal ACCCS system is being undertaken by a DRDO-private sector industrial partnership. It is this crucial capability that will ensure the IAF's complete operational sovereignty over LR-SAM missions/operations.

  16. To [email protected]: Deeply appreciate you compliments. Many thanks.

To [email protected]: The ADM as per the Draft Nuclear Doctrine is required to have a range envelop of 600km-900km. Such ADMs are required to carry a single tactical nuclear warhead only. But if you add a booster motor to such ADMs, then they can also be employed as ground-launched or submarine-launched supersonic cruise missiles armed with tactical nuclear warheads.

To [email protected]: The Nirbhay will be a pilotless target drone only. It will NOT be a cruise missile or any other weapon. Based on official guarantees to this effect, Russia's NPO Saturn agreed to supply the 36MT turbofans required to power the Nirbhay, as Russia did not want to be seen in violation of its MTCR commitments. The Nirbhay will primarily be used as a cruise missile clone and will be used primarily for articulating the Army's and IAF's air defence tactics for combatting cruise missiles. The Navy will employ it for perfecting its anti-ship cruise missile defence capabilities.
With regard to the Astra AAM, no, it will NOT be ramjet-powered. But as you are aware, MBDA has been rolled in as technical consultant for the Astra's R & D effort and don't be surprised if the Astra, equipped with a booster, morphs into a vertically launched SHORADS with a range of 18km, which according to the DRDO, is now being co-developed with MBDA.
Now, the type of LRAAM that the IAF wants is one whose engagement range will not be more than 150km. It will be used primarily against high-value airborne targets like HALE UAVs and AEW & C platforms. By early next year, probably during Aero India 09, the DRDO will most likely announce yet another clone (the second) of the Barak-8 (the first being the LR-SAM), this being the LRAAM variant.
Prior to this, India was presented with two options: either co-develop the ramjet-powered R-95 with Russia (which is now also being proposed by Vympel JSC as an E-SHORADS with a range of 24km), or co-develop the Denel Aerospace-developed, ramjet-powered LRAAM along with Brazil. The latter is now being co-developed by South Africa, China and Pakistan and China calls it the PL-21. The E-SHORADS version of the PL-21 AAM has a 35km-range.

  17. to prasun k sengupta:
    Sir,
You are giving way mouth-watering awesome info which enthusiast like “us” would KILL for..

I hope you could compile comments to POSTS in relevant categories in relevant contexts .

Coz, some ppl may totally miss the the comment section to stay away from amateur rants..they have no idea..
    Thanks again..
    great work..

to shiv: great blog..lots of hot updates..thanks man..great work..dont know how..u ppl get time to update this with such frequency..

  18. can Barak or its new NG versions can shoot down a Brahmos, Club or C-802/Mozkit which Hezbullah/Pakis/Chini has..
If we cant shoot down C-802 or super sonic stuff what good is a SAM.
If suppose we can’t ..then all we could do is to jam them or hide with steath capability..is there no other way like a “Sky Guard” kinda laser thing we can use to shoot them down..

  19. To Kannan: Both Shiv & myself deeply appreciate your compliments and rest assured, both of us will try to live up to your expectations in future.

To [email protected]: The Barak-1 can shoot down subsonic ASCMs like the Harpoon, Exocet, C-802 and the 3M14E Club S/M. But for shooting down supersonic ASCMs like the BrahMos or 3M80E Moskit/Kh-41Zubr, you require the interception to take place a greater standoff distances, like 40km away from the defending warship. That's where the Barak-2/Barak-8 comes in as a 'hard-kill' option, with EL/M-2248 MF-STAR S-band multi-role active phased-array radar being the critical eyes and ears for early warning and target tracking. My hats off to the illustrious Admiral (Ret'd) Arun Prakash for decisively pushing forward the Barak-2/EL/M-2248 combination on board the Project 15A Kolkata-class DDGs! By the way, the C-802A is operational with the navies of Bangladesh, China, Indonesia and Pakistan. The ASCM used by Hezbollah was not the C-802A as popularly believed, but the shore-launched C-704.

  20. kannan & other kids, be aware that 90% of what prasun has written is BS.

sorry to break all your dreams guys, but prasun ne phir aap logo ku ullu banaya hain.
dear prasun, the nirbhay is not going to use a russian engine.

  21. nirbhay is going to be a PTV ????

my foot !! in all press releases DRDO officials have never wavered from the stand that nirbhay is a subsonic CM.

  22. to everyone

can u guys tell me that r russian
s300 and s400 systems r better that the barak longrange SAM system v r developing

s300 claimed to have 90 km range
and this barak SAM system will hav only 60 km range

so y v r spending money on this if
s300 available to us and y not mount s300 on our ships like chinese did on their ships

  23. my foot !! in all press releases DRDO officials have never wavered from the stand that nirbhay is a subsonic CM.

Chee thoo anon, what do u know!! u !@#$%% (as prasun wud say), drdo is only making the missile, prasun knows better. he runs a mechanic shop in thailand and is world reknowned expert. so there.

  24. to anon 4.40

ever heard of words like jam resistance

    ————————————–
i hav heard these terms many times and forget about anti jamming

s300 and their radars varients hav been upgraded many times and russkies working on newer radar systems which will detect stealth let alone be jam resistance

there is no match for s400 for it’s capabiliites and range.

  25. Dear Mr Sengupta, this is 9.17am anon again. you have patience !!! and your comments are not only clear but ‘calm’ (for wont of a better word).
I don’t know if it is possible ( I had asked Mr Sawhney of Force to do it once, but no reply) if you could please take time out and pen what the Indian Air Force would look like say by Dec 2009 or Dec 2010. ( something like the Wikipedia ‘List of aircraft Indian Air force’)/ something realistic and actual/operational, not some make believe. It would make interesting reading. May I thank you in advance (!!!!)

  26. to prasun k sengupta:
great enlightening info about the clarification regarding Barak-1 and Barak-2 capabilities and importance for JV developing the later..
I don’t know why some guys rant about his info “plagiarized”..everybody get information from somebody..even navy chief get information from somebody else. Its not like people are born with all the knowledge in the world. Plz be constructive in discussion. Most of us dont have access to Janes and stuff..so this type of forum allows experts or well-read people to chip-in with information in “human-readable words”. Dont be childish.

  27. to 3:37AM:
Well Prasun K Sengupta didnt anyway contradict that Nirbhay is a cruise missile. All he said was, it was not for offensive deployment instead for training the air-defence procedures on how to tackle Babur/C802 type LACM threats in the horizon. As for cruise missiles, we have our Sagarika project which according to prasun (to my understanding of what he has said) is a cruise-ballistic combo project. That is supposedly the reason why at times press report Sagarika to be a sub-launched ballistic missile and at times as a cruise missile. That theory definitely make sense.

  28. great enlightening info about the clarification regarding Barak-1 and Barak-2 capabilities and importance for JV developing the later..

you have NO idea what you are talking about.
How would YOU feel if you spent months running from person to person, checking up every possible references and books to write an article only to find somebody COPIES it WORD FOR WORD without giving you even an acknowledgement ?

pretty clam and composed huh ?

and, most of sengupta’s reports are lies and fiction.

Even this mig-29k article is a copy from
GRIPEN LION OF THE SKY, BY BILL SWEETMAN, JOURNAL OF ELECTRONIC DEFENSE

    see anon 2:04 above.

he is again bloody fabricating about the nirbhay. It will NOT be a bloody PTA as he claims.

Neither is sagarika a cruise missile.

Do me a favour, save this page and read it again in an year’s time.

You will find out who is speaking the truth and who is fibbing.

Those who have been following Indian defence sector for sometime have done these things time and again leading to only one possible conclusion.
Prasun presents a lot of geek sounding mumbo-jumbo in his reports but he is unreliable as hell.

If you want to follow Indian defence news, read anybody but trust only TS Subramanium, Sandeep Unnithan, Raj Chengappa, Huma Siddiqui, Ajai Shukla and Shiv aroor to some extent(when he actually does some reporting, which is getting increasingly rare these days)

  29. Mere yaar, dikkat yeh hai ki even if we want to sign the MTCR and become a member-country, the existing signatories are NOT allowing us to do so

    Load of crap, ol’ chap!

If you don’t know the correct answer, you can always stop responding.

Signing the MTCR would put severe restrictions on India’s ballistic missile program, and that is unacceptable. And you rejected the government’s offer to be India’s negotiator at MTCR and convince the others that the Agni was a cruise missile 😛

  30. shiv

in this joint venture are we going to have the rights to produce the components which will be developed by our partner(s) or it will be just as assembeling the components produce by them and by us.

are these kind of joint ventures viable.

  31. To [email protected] & Kannan: Kindly allow me to clarify about Nirbhay. It will be a cruise missile that will be EMPLOYED for simulating the flight trajectories of cruise missiles like the Babur/C-602/DH-10A. The Nirbhay will NOT be WEAPONISED, i.e. it will not carry any kind of explosive warhead, but primarily telemetric tracking instrumentation and data links.
Now, regarding the Sagarika, kindly absorb this: as far back as early 1998, the DRDO established what is called the Sagarika Annexe at the ITR in Chandipur-on-sea, which would be the final fitting-out facility for all cruise missile technology demonstrators developed by the DRDO. Therefore, my friends, Sagarika is NOT the name of any missile, but of a project to test out various cruise missile technologies. Now, coming back to the sub-/ship-/air-launched cruise missile armed with tactical nuclear warheads, both Navy & IAF HQ 'ideally' wanted the missile's range to be 2,500km, but eventually settled down on a range ceiling of 1,500km (this was confirmed in late 2004 in an interview given to FORCE by the then FOC-in-C Western Naval Command). This then brings us to the submarine-launched ballistic missile programme, which is popularly refered to as K-15 or Sagarika. Neither of that is true. The SLBM that will eventually be India's sea-based nuclear deterrent will have to have a range of at least 8,500km. This was confirmed by the illustrious Admiral (ret'd) Arun Prakash in an article he penned soon after he retired. In that article he visualised a scenario of India demonstrating its dissuasive deterrent posture to China under which he saw an Indian Navy SSBN being deployed way below Mautitius in the Indian Ocean ready to launch its SLBMs against targets located in Beijing or Shanghai. Now my friends, if one believes what Admiral Prakash visualised, and I have no reason whatsoever to doubt him, then the 700km-range ballistic missile that was test-fired can hardly be the final, definitive system that will go on board the ATV.

Which brings me to the last issue: what exactly is this scumbag [email protected] alluding to? Did I copy and paste any data from Yefim Gordon's new book? Cannot be, since the new book on the MiG-29K must have taken at least one month to be printed and published and tha data I provided on the MiG-29K follow-on purchase was agreed upon by India and Russia only last week. Something doesn't add up here in terms of dates. And this same scumbag is also claiming that my data on the MiG-29K is taken from another article dealing with the Gripen? Is this scumbag getting confused between the MiG-29K and JAS-39? I think he is, because there is no other logic to his argument.

  32. To [email protected]: Could you kindly explain to the audience here what would be the severe restrictions imposed on India's ballistic/cruise missile programmes if India signed the MTCR? As I understand it, India's R & D efforts for developing ballistic/cruise missiles are totally indigenous (which has been reiterated time and again by the DRDO) and are not dependant on technology imports. So what are the restrictions and from where do such restrictions spring up? In what way then does the MTCR limit India's options for developing and deploying ballistic/cruise missiles? Give us the correct answer for all our benefit if you have one.

  33. Prasun, you have COPIED the JAS-39 TIDLS data from BILL SWEETMANS ARTICLE ON THE JAS-39 AND REPEATED IT WORD FOR WORD ON THE MKI AND MIG-29K ARTICLE.

LIAR, THE MKI DOES NOT HAVE THE TIDLS WHICH IS A SWEDISH DATALINK BUT THE POLYOT K-DIAE DATALINK

AND WHOM ARE U FOOLING WITH PRETENDING TO SAY THAT THE MIG-29K DEAL WAS SIGNED ONLY RECENTLY

A LOT OF THE STUFF IN THE ARTICLE IS WORD TO WORD FROM YEFIM GORDONS BOOK ON MIG-29K AVAILABLE ON THE NET

    YOU HAVE SHAMELESSLY COPIED IT

    PLAGIARIST

ABOUT NIRBHAY, IDIOT, WHY WILL IT NOT BE WEAPONISED
AS IF INDIA NEEDS TO DEVELOP A NIRBHAY FOR SIMULATING CM TRAJECTORY
EVEN A SIMPLE SYSTEM WITH RALT CAN ACHIEVE IT
U HAVE NO CLUE ABOUT WHAT UR BABBLING

ALL UR ARTICLES ARE BASICALLY MIXTURE OF OTHER PEOPLES WORK PLUS COPY PASTE OF OTHER SYSTEMS IN WRONG CONTEXT (JAS-39 DATALINK BEING COPY PASTED AS MKI)

    SHAMELESS FELLOW PRASUN

  34. To [email protected]: For your information, you have just exposed your own idiocracy as the follow-on Indian order for the MiG-29K appeared 48 hours ago in every English-language Russian newspaper. But being the ignorant arsehole that you are, how would you know about it.

no, bull shitting idiot, I'm not getting confused between gripen and 29k.

    >>you have simply lifted that article with exactly the same language and changed the name of the aircraft from jas-39 to mig-29K.

    >>nobody is talking about the deal specifics but the technical points that you have copied, you idiot !

but maybe you are thick headed to understand that. I suppose there are oodles of lard stuck to your brain.

sagarika will be a cruise missile. oh really ?
nirbhay will not be weaponised ?
we will see won't we ?

Difficult for a shithead like you, I guess.

  38. actually these JVs don’t make u self sufficiant ,u r still dependent on other countries. and in this case india provides only money and some subsystems

V SHOULD DEVELOP long range varient of AKASH SAM

  39. V SHOULD DEVELOP long range varient of AKASH SAM

actually, the IAF has cleared drdo to work on a Akash Mk2 variant. more details would be included but for the fact that we have Prasun chor Gupta over here. fellow will rip off the data, malign india in the process and claim that south africans are making the ramjet for akash. idiot.

  42. just shut up kiddo, if all the ‘facts’ about prasun’s plagarisms don’t convince you, nothing ever will.
read it carefully. just buy all military magazines you find and you will find prasun’s articles in them BUT written by someone else!
